Among these 13 selected HUD areas, the FY 2026 two-bedroom Fair Market Rent ranges from $1,573 in the Houston area to $3,604 in the San Francisco area per month.
HUD’s Fair Market Rents estimate the 40th percentile of gross rents for standard-quality units in each defined area. They are useful for comparing places, but they are not current asking-price medians or a promise that a rental is available at that price.

Values come from HUD’s FY 2026 metropolitan Fair Market Rent schedule ↗. Los Angeles uses HUD’s revised figures effective May 21, 2026 ↗. Reviewed September 2026.
Geography matters
Each row describes the named HUD Metro FMR Area or metropolitan statistical area, which may include surrounding counties. The city label is a shorthand for that area; neighborhood and ZIP-code prices can differ substantially.
What is included
FMR is a gross-rent estimate, generally including rent and a utility allowance for tenant-paid utilities. It is an estimate around the 40th percentile, not the median asking rent of active listings. It does not report listing counts, time on market, deposits, or application fees.
What comes next
When Kate has reliable live listing coverage, we can add current asking rents, neighborhood comparisons, and listing freshness with a separate documented methodology. Until then, these HUD figures provide context for setting a search budget.
